This is a secure network entirely built for and devoted to the District. As these fibers are reserved for District use, there will never be another customer sharing those fibers or that bandwidth for the life of the contract. Additionally, once construction has been completed, the underlying fiber network can support limitless bandwidth growth through only the switching out of optics and/or equipment.
